The Ocean State Center for Independent Living is a non-residential, consumer-driven, community-based, cross-disability, non-profit organization. OSCIL was established in 1988 to provide a range of independent living services to enhance, through self-direction, the quality of life for persons with disability and to promote integration into the community. OSCIL is governed by an active Board of Directors comprised largely of persons having disabilities, who play a major role in setting policy and programming.

Description
One of the key services OSCIL provides is advocacy both for individuals and within the community as a whole. Advocacy is central to a Center for Independent Livingâs mission. CILs offers both individual and systems advocacy. Individual advocacy is assisting an individual with a disability to protect his or her rights or to fight for needed resources. Through systems advocacy, we advance civil rights and equal access for all persons with disabilities on the local, state and federal levels. SYSTEMS ADVOCACY Our Independent Living Coordinators keep up-to-date on programs and legislation which may affect people with disabilities. Consumers are encouraged to contact their community leaders and legislators to inform them of their views on various programs and legislative issues. INDIVIDUAL ADVOCACY We work with people with disabilities to teach valuable self-advocacy skills, including: Learning the rights that they have already and making effective use of those rights. Learning how to effectively communicate their needs to both maintain the rights they already have and to make advancement in expanding the rights of persons with disabilities. OSCIL staff will also work with consumers to advocate for services to meet individual needs, including helping to understand the function and processes (necessary criteria, application process, deadlines, etc.) for Social Security, Vocational Rehabilitation, Medicare/Medicaid, and other service agencies.

Description
Member of the Assistive Technology Access Partnership: Device demonstration, device loan, device re-use; training, public awareness, collaboration, information and referral. Provides demonstrations, training, and long-term loan and device reutilization services of specialized telephone equipment to qualified individuals who are Deaf, Hard of Hearing, have a speech disability, or have neuromuscular damage or disease, which hinders them from using a standard telephone. Assistive Technology Many people with disabilities face barriers that prevent them from living independently in their homes, and in many cases, they are also unaware of the many devices that can improve their daily lives. OSCIL works with individuals to acquire appropriate devices and provide training on the use of those devices to enhance the individualâs independence within their home and community. Assistive Technology Access Partnership (ATAP) OSCIL is one of 4 partners participating in the Assistive Technology Access Partnership (ATAP) program. ATAP is designed as a statewide partnership of organizations, each with a targeted assistive technology focus, working together to improve access to and acquisition of assistive technology for individuals with disabilities. Some programs may have income limits. An OSCIL Independent Living Coordinator will be happy to guide you and recommend the best program for your unique needs. OSCIL CAN PROVIDE YOU WITH THE SMART HOME TECHNOLOGY TO MODIFY YOUR HOME TO HELP YOU REACH YOUR GOALS AND INDEPENDENTLY CONTROL YOUR ENVIRONMENT. Individuals with disabilities may apply for technology through this program. This includes devices such as: -Smart locks -Video doorbells -Alerting systems -Smart hubs and 2 months of connectivity needed to control the devices. OSCIL provides Lunch and Learn Workshops to the Deaf, Hard-of-Hearing and Deaf-Blind. Provides occasional seminars on topics such as Self-Advocacy and other topics of interest are offered in an informal group setting. In addition to the above services, our Deaf Services Coordinator collaborates with other OSCIL staff to provide assistance with other OSCIL services to individuals and other service providers. OSCIL offers comprehensive independent living assessment services as requested by private individuals, vendors, Medicaid and State agencies. Comprehensive assessments provide recommendations for specialized equipment, home modifications and/or independent living services that are required for the consumer to achieve goals for independence in the home and community. OSCIL has a fee-for-service program to provide assessments. We are currently working with consumers on RI Medicaid, Neighborhood Health Planâs Integrity Program and the Office of Rehabilitation Services (ORS). Medicaid/NHP assessments are typically done to provide justification for specialized equipment covered by the consumerâs insurance. Some examples would include, ramps, stairlifts, VPLs, and specialized bathroom equipment. Consumerâs must be on a participating insurance plan to receive the assessment; if they are on another insurance plan OSCIL will refer the consumer to the correct process for assessment. OSCIL also completes assessments for home modifications funded by the Office of Rehabilitation Services (ORS). First ORS will send a referral requesting the Home Modification Assessments, and then OSCIL staff will complete a full assessment to recommend any home modification to increase accessibility and send a report of the findings to ORS.

OSCILâs knowledgeable staff can assist consumerâs in setting goals for self-sufficiency in the home. Centers for Independent Living teach a wide range of skills needed to live independently and manage life with a disability. Skills training is available to persons with disabilities in almost any topic where there is a need for more independence. CILs work with individuals to increase their skills which can help them gain more control of their lives. Skills training can include basic everyday responsibilities such as: self-care, meal preparation, budgeting, and arranging transportation. It also can address housing needs, teaching individuals the importance of self-advocacy, oneâs need for accommodations and/or rights in the community. ***Life skills training is goal directed and does not involve long-term case management or therapeutic intervention. As part of OSCILâs mission to provide outreach, education and opportunities for peer support, OSCIL offers Lunch and Learn workshops highlighting various solutions that can increase access in your home and community. One of the core functions of the Ocean State Center for Independent Living is assisting people with disabilities to move out of nursing homes and other institutions into the independent living arrangement of their choice, as well as helping to prevent people with disabilities from entering these institutions. The Ocean State Center for Independent Living (OSCIL), a non-residential, non-profit organization, can help seniors and adults with disabilities who are interested in transitioning from nursing facilities back into the communityâeither moving back to their own home or apartment or to the home of a relative or friend. OSCILâs Community Living Option Program has been assisting persons with disabilities to move from a nursing home setting to a less restrictive environment for many years. OSCIL staff is able to work with each individual to identify their specific needs, help secure appropriate housing, establish community connections and obtain support servicesâall necessary for a safe and sustainable transition. OSCIL works together with state and local government and public entities to eliminate architectural, communication, and attitudinal barriers. OSCIL has provided technical assistance to T.F. Greene Airport, area hospitals, Roger Williams Park, the Board of Canvassers, and many other private businesses and organizations to comply with the Americans With Disabilities Act (ADA) and Rhode Island Law 42-87-2. OSCIL offers opportunities for persons with disabilities to share similar interests and concerns and gain greater awareness of opportunities for independence. People are encouraged to call OSCIL at any time for this connection. Peer support is one of the fundamentals of a CIL. Peer âmentorsâ provide role modeling and share experiences, feelings, and awareness of disability issues. Through peer support there is a full exchange of brainstorming, problem solving, and sharing of concerns, successes and ways to address issues. The peer support relationship allows for the more experienced person to provide information and support and serve as a positive role model to the person whose disability might be new or more recent. Many of OSCIL staff members provide peer support in a number of areas, including but not limited to: visual and hearing impairments, arthritis, orthopedic issues, diabetes, and more. Catherine T. Murray Memorial Scholarship The Catherine T. Murray Memorial Scholarship supports the philosophy and spirit of OSCIL by facilitating access to education for persons having disability. PLEASE NOTE, ONLY RHODE ISLAND RESIDENTS ARE ELIGIBLE TO APPLY FOR THIS SCHOLARSHIP. The Catherine T. Murray Memorial Scholarship was established in 1995 by Catherine Murray, a long-time educator and also a board member and valued volunteer at the Ocean State Center for Independent Living. It was her wish to support the philosophy and spirit of OSCIL through a scholarship that gives people with disability access to higher education. Grants of $1000+ are awarded to help students with a disability to continue their education past high school. Scholarship funds can be used for educational expenses such as tuition or the purchase of textbooks. They may also be used to obtain assistive/adaptive equipment or devices that aid the student in meeting their educational goals. To qualify for this scholarship applicants must: -have a significant disability -be a Rhode Island resident (Your home address MUST be in RI) -plan to attend a college, technical school, or a trade/vocational program in the upcoming academic year Preference is based on career goals, merit, and economic need.

PCA Program OSCILâs Personal Care Attendant (PCA) program provides an alternative for persons with disability who are at risk of nursing home placement and in need of personal care attendant services, but are unable to access the traditional RI Medicaid Assistant Program. Eligible participants must be unable to acquire these services through other PCA programs and meet this criteria: they are significantly physically disabled assessed as needing services in order to maintain independence are capable of managing their attendants found to be eligible by all other program guidelines. This program is designed to allow consumers maintain their independence within their home.

Youth Transition For young people with disability, life before completing high school is very different than life afterwards. OSCIL provides a variety of services to help students and recent graduates gain the skills and resources needed to make this transition into adulthood. Assisting youth in transitioning from high school to adult life is a core service provided by OSCIL, including next steps such as going to college or finding employment. Description
One of the key services OSCIL provides is advocacy both for individuals and within the community as a whole. Advocacy is central to a Center for Independent Livingâs mission. CILs offers both individual and systems advocacy. Individual advocacy is assisting an individual with a disability to protect his or her rights or to fight for needed resources. Through systems advocacy, we advance civil rights and equal access for all persons with disabilities on the local, state and federal levels. SYSTEMS ADVOCACY Our Independent Living Coordinators keep up-to-date on programs and legislation which may affect people with disabilities. Consumers are encouraged to contact their community leaders and legislators to inform them of their views on various programs and legislative issues. INDIVIDUAL ADVOCACY We work with people with disabilities to teach valuable self-advocacy skills, including: Learning the rights that they have already and making effective use of those rights. Learning how to effectively communicate their needs to both maintain the rights they already have and to make advancement in expanding the rights of persons with disabilities. OSCIL staff will also work with consumers to advocate for services to meet individual needs, including helping to understand the function and processes (necessary criteria, application process, deadlines, etc.) for Social Security, Vocational Rehabilitation, Medicare/Medicaid, and other service agencies.

OSCIL is a designated location for "Point" Rhode Island's Aging & Disability Resource Center (ADRC) offering information on disability resources as well as being a satellite walk-in site offering one-to-one services for individuals seeking disability related information. The Ocean State Center for Independent Living is a non-residential , consumer-driven, community-based, cross-disability, non-profit organization. OSCIL was established in 1988 to provide a range of independent living services to enhance, through self-direction, the quality of life for persons with disability and to promote integration into the community. OSCIL is governed by an active Board of Directors comprised largely of persons having disabilities, who play a major role in setting policy and programming.

Description
Member of the Assistive Technology Access Partnership: Device demonstration, device loan, device re-use; training, public awareness, collaboration, information and referral. Provides demonstrations, training, and long-term loan and device reutilization services of specialized telephone equipment to qualified individuals who are Deaf, Hard of Hearing, have a speech disability, or have neuromuscular damage or disease, which hinders them from using a standard telephone. Assistive Technology Many people with disabilities face barriers that prevent them from living independently in their homes, and in many cases, they are also unaware of the many devices that can improve their daily lives. OSCIL works with individuals to acquire appropriate devices and provide training on the use of those devices to enhance the individualâs independence within their home and community. Assistive Technology Access Partnership (ATAP) OSCIL is one of 4 partners participating in the Assistive Technology Access Partnership (ATAP) program. ATAP is designed as a statewide partnership of organizations, each with a targeted assistive technology focus, working together to improve access to and acquisition of assistive technology for individuals with disabilities. Some programs may have income limits. An OSCIL Independent Living Coordinator will be happy to guide you and recommend the best program for your unique needs. OSCIL CAN PROVIDE YOU WITH THE SMART HOME TECHNOLOGY TO MODIFY YOUR HOME TO HELP YOU REACH YOUR GOALS AND INDEPENDENTLY CONTROL YOUR ENVIRONMENT. Individuals with disabilities may apply for technology through this program. This includes devices such as: -Smart locks -Video doorbells -Alerting systems -Smart hubs and 2 months of connectivity needed to control the devices. OSCIL provides Lunch and Learn Workshops to the Deaf, Hard-of-Hearing and Deaf-Blind. Provides occasional seminars on topics such as Self-Advocacy and other topics of interest are offered in an informal group setting. In addition to the above services, our Deaf Services Coordinator collaborates with other OSCIL staff to provide assistance with other OSCIL services to individuals and other service providers. Lunch and Learn Workshops happens every month on last Wednesday from 12PM to 2PM. Currently available through zoom, in-person option would vary on need and availability.

When there are physical barriers in the home that need to be addressed; through the Home Access/Home Modification program, OSCIL offers a comprehensive independent living assessment services as requested by private individuals, vendors, Medicaid and State agencies. OSCIL offers comprehensive independent living assessment services as requested by private individuals, vendors, Medicaid and State agencies. Comprehensive assessments provide recommendations for specialized equipment, home modifications and/or independent living services that are required for the consumer to achieve goals for independence in the home and community. OSCIL has a fee-for-service program to provide assessments. We are currently working with consumers on RI Medicaid, Neighborhood Health Planâs Integrity Program and the Office of Rehabilitation Services (ORS). Medicaid/NHP assessments are typically done to provide justification for specialized equipment covered by the consumerâs insurance. Some examples would include, ramps, stairlifts, VPLs, and specialized bathroom equipment. Consumerâs must be on a participating insurance plan to receive the assessment; if they are on another insurance plan OSCIL will refer the consumer to the correct process for assessment. OSCIL also completes assessments for home modifications funded by the Office of Rehabilitation Services (ORS). First ORS will send a referral requesting the Home Modification Assessments, and then OSCIL staff will complete a full assessment to recommend any home modification to increase accessibility and send a report of the findings to ORS.

OSCILâs knowledgeable staff can assist consumerâs in setting goals for self-sufficiency in the home. Centers for Independent Living teach a wide range of skills needed to live independently and manage life with a disability. Skills training is available to persons with disabilities in almost any topic where there is a need for more independence. CILs work with individuals to increase their skills which can help them gain more control of their lives. Skills training can include basic everyday responsibilities such as: self-care, meal preparation, budgeting, and arranging transportation. It also can address housing needs, teaching individuals the importance of self-advocacy, oneâs need for accommodations and/or rights in the community. ***Life skills training is goal directed and does not involve long-term case management or therapeutic intervention. As part of OSCILâs mission to provide outreach, education and opportunities for peer support, OSCIL offers Lunch and Learn workshops highlighting various solutions that can increase access in your home and community. One of the core functions of the Ocean State Center for Independent Living is assisting people with disabilities to move out of nursing homes and other institutions into the independent living arrangement of their choice, as well as helping to prevent people with disabilities from entering these institutions. The Ocean State Center for Independent Living (OSCIL), a non-residential, non-profit organization, can help seniors and adults with disabilities who are interested in transitioning from nursing facilities back into the communityâeither moving back to their own home or apartment or to the home of a relative or friend. OSCILâs Community Living Option Program has been assisting persons with disabilities to move from a nursing home setting to a less restrictive environment for many years. OSCIL staff is able to work with each individual to identify their specific needs, help secure appropriate housing, establish community connections and obtain support servicesâall necessary for a safe and sustainable transition. OSCIL works together with state and local government and public entities to eliminate architectural, communication, and attitudinal barriers. OSCIL has provided technical assistance to T.F. Greene Airport, area hospitals, Roger Williams Park, the Board of Canvassers, and many other private businesses and organizations to comply with the Americans With Disabilities Act (ADA) and Rhode Island Law 42-87-2. Individuals who experience barriers in the community, i.e. inaccessible restaurants, public events, schools, etc. are encouraged to call OSCIL for information and assistance. OSCIL offers opportunities for persons with disabilities to share similar interests and concerns and gain greater awareness of opportunities for independence. People are encouraged to call OSCIL at any time for this connection. Peer support is one of the fundamentals of a CIL. Peer âmentorsâ provide role modeling and share experiences, feelings, and awareness of disability issues. Through peer support there is a full exchange of brainstorming, problem solving, and sharing of concerns, successes and ways to address issues. The peer support relationship allows for the more experienced person to provide information and support and serve as a positive role model to the person whose disability might be new or more recent. Many of OSCIL staff members provide peer support in a number of areas, including but not limited to: visual and hearing impairments, arthritis, orthopedic issues, diabetes, and more. PEER SUPPORT GROUPS OSCIL holds several monthly peer support groups, the purpose of which is to provide individuals with similar issues a chance to talk about their own conditions, experiences and concerns. Description
Catherine T. Murray Memorial Scholarship The Catherine T. Murray Memorial Scholarship supports the philosophy and spirit of OSCIL by facilitating access to education for persons having disability. PLEASE NOTE, ONLY RHODE ISLAND RESIDENTS ARE ELIGIBLE TO APPLY FOR THIS SCHOLARSHIP. The Catherine T. Murray Memorial Scholarship was established in 1995 by Catherine Murray, a long-time educator and also a board member and valued volunteer at the Ocean State Center for Independent Living. It was her wish to support the philosophy and spirit of OSCIL through a scholarship that gives people with disability access to higher education. Grants of $1000+ are awarded to help students with a disability to continue their education past high school. Scholarship funds can be used for educational expenses such as tuition or the purchase of textbooks. They may also be used to obtain assistive/adaptive equipment or devices that aid the student in meeting their educational goals. To qualify for this scholarship applicants must: -have a significant disability -be a Rhode Island resident (Your home address MUST be in RI) -plan to attend a college, technical school, or a trade/vocational program in the upcoming academic year Preference is based on career goals, merit, and economic need.

PCA Program OSCILâs Personal Care Attendant (PCA) program provides an alternative for persons with disability who are at risk of nursing home placement and in need of personal care attendant services, but are unable to access the traditional RI Medicaid Assistant Program. Eligible participants must be unable to acquire these services through other PCA programs and meet this criteria: they are significantly physically disabled assessed as needing services in order to maintain independence are capable of managing their attendants found to be eligible by all other program guidelines. This program is designed to allow consumers maintain their independence within their home.

Description
Youth Transition For young people with disability, life before completing high school is very different than life afterwards. OSCIL provides a variety of services to help students and recent graduates gain the skills and resources needed to make this transition into adulthood. Assisting youth in transitioning from high school to adult life is a core service provided by OSCIL, including next steps such as going to college or finding employment.
