Affordable Care Coverage Medicaid and Private Health Insurance with Financial Help (ACC): Medicaid is available for parents/caretakers with income up to 136% of the Federal Poverty Level (FPL), children with income up to 261% of the FPL, pregnant women with income up to 253% of the FPL and adults age 19 to 64 with income up to 133% of the FPL who are otherwise ineligible for Medicaid and not eligible for or enrolled in Medicare through this eligibility pathway. Adults who are awaiting a determination of disability by a government agency, have resources above the limits for EAD eligibility, and/or do not meet the criteria for disability determination may apply for Medicaid affordable care coverage through this pathway. Families and individuals not eligible for Medicaid with income below 400% of the FPL may be eligible for a tax credit from the federal government to help pay the costs of coverage through a private a health plan. The Modified Adjusted Gross Income (MAGI) Medicaid program started January 1, 2014, as part of the Affordable Care Act (ACA). MAGI-based budgeting is used to calculate a person's household size and income, using federal income tax rules and a tax filer's family size to determine eligibility for Medicaid.

The General Public Assistance (GPA) program provides time-limited cash assistance to adults 18 to 64 years of age who have very limited income and resources and an illness or medical condition that keeps them from working while awaiting SSI determination. The GPA program also funds funeral and burial services for GPA recipients and indigent individuals. The cost of burial services is limited to $900 and is reduced based on the income and resources of the deceased and any legally liable relatives. Many funeral directors can contact GPA for the family upon death of a loved one. Client must prove NEED. GPA will contribute: - Adult Funeral $900 - Stillborn $25 - Cremation $150 - Burial Plot $150 (Providence residents are NOT eligible as North Land Ground provides free land for city residents). - Open/close grave $175 - Cement liner $125 - Stillborn $40 Decease must have no assets (bank, pna, insurance in deceased's name are subtracted). Income of legally liable relative (spouse or parent of minor) is counted. VA death benefits and SS death benefits are NOT counted. Description

The Starting RIght Child Care Assistance Program (CCAP) program can subsidize the cost of child care for families that are residents of Rhode Island. CCAP is available for children who are US citizens or legal residents and under age 13. The age can be extended to 18 if the child has special needs. Low income families who meet income guidelines and are working a minimum of 20 hours per week at or above Rhode Island's minimum wage. Families participating in training, apprenticeship, internship, on-the-job training, work experience, work immersion sponsored by the Governor’s Workforce Board, who need child care in order to take part in these job readiness/training opportunities. DHS also oversees the RI Head Start Collaboration Office. Head Start programs promote the school readiness of infants, toddlers, and preschool-aged children from low-income families. Services are provided in a variety of settings including centers, family child care and the own home of children. They also engage parents or other key family members in positive relationships, with a focus on family wellbeing, by participating in leadership roles and having a say in program operations. You do not have to have CCAP to qualify for Head Start.

The Governor announced the Pandemic-EBT (P-EBT) benefits on Monday, 4.20.2020.

Description

P-EBT is currently issued monthly to households with school age children who receive free and reduced-price meals at school through the National School Lunch Program (NSLP), but whose school has been closed or has reduced hours for at least 5 consecutive days in the current school year due to the COVID19 pandemic. Eligibility for this benefit is based on the operating status of the schools in the area of the child’s residence. Since all schools in Rhode Island have been open at least partially since October 1, 2020, all eligible children under age 6 will receive a standard monthly benefit based on 11 days per month of eligibility. Rhode Island has received approval to issue P-EBT benefits to eligible children during the 2022-2023 school year. School age children who missed school due to COVID and would have otherwise received free or reduced priced meals through the National School Lunch Program will be eligible to receive P-EBT benefits. Other children eligible for P-EBT benefits include: Children under age 6 receiving SNAP benefits; Students in non-NSLP participating virtual schools whose learning status is a result of concerns related to COVID and; Homeschooled children whose learning status is a result of concerns related to COVID.

Description

Bridge Fund (GPA-Bridge) Many individuals that apply for federal SSI benefits have to wait three to four months before their application are approved. SSI Applicants may be eligible to receive cash payments of up to $200 per month through the GPA Bridge program while their application is pending. Once the SSI application is approved, the applicant will receive a retroactive payment from the Social Security Administration starting from the date of the application. When that happens, the total amount of bridge payments is refunded to the State from the retroactive SSI payment and the payment to the recipient is reduced accordingly.

Long Term Services and Supports (LTSS) serves people who have disabilities or chronic care needs in the setting ideal for them and their families. Services may be episodic or on-going. Services may be provided in a person's home, the community (for example, shared living or assisted living), or institutional settings (for example, intermediate care facilities, hospitals, or nursing homes) to optimize their health and retain their independence. Long Term Services and Supports (LTSS) involves a variety of services designed to meet a person’s health or personal care needs. These services help people live as independently and safely as possible when they can no longer perform everyday activities on their own. If you meet the clinical and financial criteria for Medicaid-funded long term care, your care will be delivered through one of the following options: -Managed long term care: "Rhody Health Options,” PACE or "Connect Care Choice Community Partners." -Fee-for-service: You can get your LTSS through a fee-for-service system. Under this system, you may choose the agency or provider who delivers the service(s). -Self-direction: You and/or your family can purchase home and community-based services on your own through a self-direction service delivery system. Under this option, you will receive help to develop a budget for the services in your authorized plan of care. You will then be connected to an agency – a "fiscal intermediary" – that will help you pay for your needed services. Individuals must meet both the financial and clinical level of care requirements in order to qualify for Medicaid & LTSS.

If you have Medicare, the Medicare Premium Payment Program may be able to pay for some of the costs (for example, premiums, co-payments, or deductibles.) There are three (3) categories depending on a person's income and resources. See below for more information. Qualified Medicare Beneficiary (QMB) People age 65 and older and adults with disabilities may qualify if their income is less than 100% of the Federal Poverty Level (FPL) and if their resources, such as savings, are less than $9,090 for a person or $13,630 for a married couple. If eligible, Medicaid will pay for Medicare Part A and B. Specified Low-income Medicare Beneficiary Program(SLMB) People 65 and older and adults with disabilities may qualify if their income is between 100% and 120% of the FPL and if their resources, such as savings, are less than $9,090 for a person and $13,630 for a married couple. If eligible, Medicaid will pay for Medicare Part B. Medicaid Waivers, also known as Home and Community Based Services (HCBS) Waivers and Waiver Funded Services, allow qualifying program participants to receive services outside of nursing homes. Medicaid's standard benefit is to pay for nursing home residential care. Medicaid program offered by the state that have been authorized by the Secretary of the U.S. Department of Health and Human Services (HHS) to waive certain Medicaid statutory requirements giving them more flexibility in Medicaid program operation. Included are home and community care based (HCBC) waiver programs operated under Section 1915(c) of the Social Security Act that allow long-term care services to be delivered in community settings; managed care/freedom of choice waiver programs operated under Section 1915(b) of the Social Security Act which allow states to implement managed care delivery systems or otherwise limit individuals' choice of provider under Medicaid; and research and demonstration project waiver programs operated under Section 1115 of the Social Security Act to projects that test policy innovations likely to further the objectives of the Medicaid program. Rhode Island Works RI Works is a financial and employment assistance program for parents and families with little to no income who have children high school age or younger. It gives individualized and family supportive services, job readiness, preparation and placement, employment or vocational training and retention services. Recipients can also receive child care, transportation and educational services towards the goal of improved long-term stabilization. Kinship guardians (i.e. a grandparent raising their grandchildren) can also apply for RI Works to support the children that they are legally responsible for.

Description

The Starting RIght Child Care Assistance Program (CCAP) program can subsidize the cost of child care for families that are residents of Rhode Island. CCAP is available for children who are US citizens or legal residents and under age 13. The age can be extended to 18 if the child has special needs. Low income families who meet income guidelines and are working a minimum of 20 hours per week at or above Rhode Island's minimum wage. Families participating in training, apprenticeship, internship, on-the-job training, work experience, work immersion sponsored by the Governor’s Workforce Board, who need child care in order to take part in these job readiness/training opportunities. DHS also oversees the RI Head Start Collaboration Office. Head Start programs promote the school readiness of infants, toddlers, and preschool-aged children from low-income families. Services are provided in a variety of settings including centers, family child care and the own home of children. They also engage parents or other key family members in positive relationships, with a focus on family wellbeing, by participating in leadership roles and having a say in program operations. You do not have to have CCAP to qualify for Head Start.

The General Public Assistance (GPA) program provides time-limited cash assistance to adults 18 to 64 years of age who have very limited income and resources and an illness or medical condition that keeps them from working while awaiting SSI determination. Hardship Program (GPA-Hardship) Each year's budget sets aside a portion of the overall GPA funding to be used as a “hardship contingency fund” under the sole discretion of the DHS Director. GPA Hardship payments are intended to be a benefit of last resort for Rhode Islanders who do not qualify for Rhode Island Works or SSI. Those determined to be eligible for hardship funds may receive up to $100 per month ($50 bi-weekly). ***It can be for moving expenses purposes or other needs.

The Governor announced the Pandemic-EBT (P-EBT) benefits on Monday, 4.20.2020.

Description

P-EBT is currently issued monthly to households with school age children who receive free and reduced-price meals at school through the National School Lunch Program (NSLP), but whose school has been closed or has reduced hours for at least 5 consecutive days in the current school year due to the COVID19 pandemic. Eligibility for this benefit is based on the operating status of the schools in the area of the child’s residence. Since all schools in Rhode Island have been open at least partially since October 1, 2020, all eligible children under age 6 will receive a standard monthly benefit based on 11 days per month of eligibility. Rhode Island has received approval to issue P-EBT benefits to eligible children during the 2022-2023 school year. School age children who missed school due to COVID and would have otherwise received free or reduced priced meals through the National School Lunch Program will be eligible to receive P-EBT benefits. Other children eligible for P-EBT benefits include: Children under age 6 receiving SNAP benefits; Students in non-NSLP participating virtual schools whose learning status is a result of concerns related to COVID and; Homeschooled children whose learning status is a result of concerns related to COVID.

Description

Bridge Fund (GPA-Bridge) Many individuals that apply for federal SSI benefits have to wait three to four months before their application are approved. SSI Applicants may be eligible to receive cash payments of up to $200 per month through the GPA Bridge program while their application is pending. Once the SSI application is approved, the applicant will receive a retroactive payment from the Social Security Administration starting from the date of the application. When that happens, the total amount of bridge payments is refunded to the State from the retroactive SSI payment and the payment to the recipient is reduced accordingly.

Long Term Services and Supports (LTSS) serves people who have disabilities or chronic care needs in the setting ideal for them and their families. Services may be episodic or on-going. Services may be provided in a person's home, the community (for example, shared living or assisted living), or institutional settings (for example, intermediate care facilities, hospitals, or nursing homes) to optimize their health and retain their independence. Long Term Services and Supports (LTSS) involves a variety of services designed to meet a person’s health or personal care needs. These services help people live as independently and safely as possible when they can no longer perform everyday activities on their own. If you meet the clinical and financial criteria for Medicaid-funded long term care, your care will be delivered through one of the following options: -Managed long term care: "Rhody Health Options,” PACE or "Connect Care Choice Community Partners." -Fee-for-service: You can get your LTSS through a fee-for-service system. Under this system, you may choose the agency or provider who delivers the service(s). -Self-direction: You and/or your family can purchase home and community-based services on your own through a self-direction service delivery system. Under this option, you will receive help to develop a budget for the services in your authorized plan of care. You will then be connected to an agency – a "fiscal intermediary" – that will help you pay for your needed services. Individuals must meet both the financial and clinical level of care requirements in order to qualify for Medicaid & LTSS.

There are three (3) categories depending on a person's income and resources. See below for more information. Qualified Medicare Beneficiary (QMB) People age 65 and older and adults with disabilities may qualify if their income is less than 100% of the Federal Poverty Level (FPL) and if their resources, such as savings, are less than $9,090 for a person or $13,630 for a married couple. If eligible, Medicaid will pay for Medicare Part A and B. Medicaid Waivers, also known as Home and Community Based Services (HCBS) Waivers and Waiver Funded Services, allow qualifying program participants to receive services outside of nursing homes. Medicaid's standard benefit is to pay for nursing home residential care. Medicaid program offered by the state that have been authorized by the Secretary of the U.S. Department of Health and Human Services (HHS) to waive certain Medicaid statutory requirements giving them more flexibility in Medicaid program operation. Included are home and community care based (HCBC) waiver programs operated under Section 1915(c) of the Social Security Act that allow long-term care services to be delivered in community settings; managed care/freedom of choice waiver programs operated under Section 1915(b) of the Social Security Act which allow states to implement managed care delivery systems or otherwise limit individuals' choice of provider under Medicaid; and research and demonstration project waiver programs operated under Section 1115 of the Social Security Act to projects that test policy innovations likely to further the objectives of the Medicaid program. Rhode Island Works RI Works is a financial and employment assistance program for parents and families with little to no income who have children high school age or younger. It gives individualized and family supportive services, job readiness, preparation and placement, employment or vocational training and retention services. Recipients can also receive child care, transportation and educational services towards the goal of improved long-term stabilization. Kinship guardians (i.e. a grandparent raising their grandchildren) can also apply for RI Works to support the children that they are legally responsible for.
